Current situation of the goal towards EFA by the "Dakar framework for Action"

Regarding the present condition of the goal towards EFA by the "Dakar framework for Action" some progresses have been achieved.
The number of preschool children decreases by 400,000 people. In addition to estimated 800 million illiteracy adults, there are 103 million children who don’t go to school. Among them, many are women and are suffering poverty. The 70 percent concentrates on nine nations of sub Sahara Africa, and Southeast Asia (especially India, China, Bangladesh, and Pakistan). The expenditure to education increases in many developing countries (especially Southeast Asia, Latin America, and the Caribbean Sea). The ratio of a student and a teacher is higher than the ratio which should be attained in sub Sahara Africa.
However, even if it continues at this pace, it will become only 85% of school attendance in 2005 and 87% in 2015.

The case of EFA in Afghanistan

6 million people with the total population of 26 million are illiterate among those a half is a woman. The level of schools, teachers, and curriculum is low having revived from war.
Maintenance of infrastructure, such as construction of a school, is progressing for substantial elementary and secondary school education. And school attendance is also rising. On the other hand, securing of teachers is a serious problem.
As the other problems, a teacher's qualification system doesn’t exist in the first place, moreover about 80 percent of the teacher specializing in elementary secondary education may have come only out of the elementary school. For example, although there is a proposal referred to as teaching English from the fourth grader in an elementary school, since a teacher's quality is low as mentioned above, it is difficult to shift to execution. Therefore, the necessity for teacher training has arisen. For that purpose, a teacher educational cultivation institute should be established, and the professor who teaches is also needed.
Regarding the support, adopting a system of Japan is not consulted. It is important to plant the thought "Learning is important", and it is required to carry out continuously, and tenaciously.


Future concrete approach for EFA

Importance of personnel training

There are various methods of support in the way that each donor nation supports directly. There is also a method of supporting by a donor nation's taking cooperation. The support to which appealing diplomatically should also put Japan into the view as a national strategy, and international support should be visible. The talented people who coordinate support are definitely needed. Also for the reason, it is required to establish the graduate school which teaches science and research, and development. It is necessary to aim at training experts with the capability managing projects, such as practical generalization.


The contribution to”Asia-Africa Young Volunteers” and South-South cooperation

In the situation that globalization progresses, it becomes important to secure not only domestic but also the student especially from the Asian area for our University.
Foundation of ”Asia-Africa Young Volunteers”(*1) was announced by Japanese Prime Minister Koizumi’s keynote Speech at the Asian-African Business Summit on April 17, 2005. First of all, our university cooperates with the institution of Asia-Africa Young Volunteers, secondary implements the specialized education of the foreign student from Asia, and dispatches to Africa as the following step. Building a sequence of system is under consideration.
Thus, about the young man from Asia who learned in Japan supporting in Africa, it can play an important role in promotion of South-South cooperation.


(*1) Creating”Asia-Africa Young Volunteers”
・With a view to promoting AA cooperation, this new scheme dispatches Asian youngsters to Africa aiming at youth exchange and human resource development at the same time.
・Framework of the UN Volunteers(UNV) programme will be utilized. Collaboration with Japanese youngsters including Japan Overseas Cooperation Volunteers (JOCV) at the field level is also envisaged.

Use of “Cooperation Base System” to strengthen cooperation in primary and secondary education (responding to Dakar Framework for Action)(*2) and The Support and Coordination Project for University Cooperation in International Development (SCP)(*3)

These systems are founded in order to complete the educational database which can share information of cooperation experience and know-how of our country to developing countries. It enables the persons concerned and a user can pursue information through a website etc., and performs support correspondence systematically from old individual correspondence style.
This is planned so that the obtained result can permeate developing countries, assistance organizations, etc. broadly by holding of international forum and symposium, and promoting of cooperation with international assistance organizations. Moreover, it is also possible to aim at cooperation with an overseas university through "Support and Coordination Project for University Cooperation in International Development".

Regarding the subject that our university is able to do, it is considered that personnel training is the greatest contribution. Although teacher training is mentioned as one of the core initiatives of EFA, in order to implement teacher training, a teacher educational institution is needed in the first place. About support of our university, we should implement dispatch of the specialist to starting of a teacher training organization, or acceptance for training of the specialist concerning it.
However, even if our university dispatches a specialist, there is a case that support may not progress because of a problem of the peace state of a spot or a language. In addition, even if our university accepts in Japan, developing countries are not able to send sufficient numbers of stuff because of cost. In such a case, it is also effective to raise talented people in near countries of which political conditions are comparatively stable and language and culture comparatively common.

At any rate, regarding the support for developing countries, it is important to carry out continuously, and tenaciously without fearing failure, pumping up the opinion of a spot. Although the short-term result is important, of course, it is necessary to carry out based on a long-term view. It can be said that it is the field to which a university also makes elated. Moreover, in order to enable it to offer efficient support, our university should utilize the most of above systems.


(*2) Cooperation Base System: a project which systematizes cooperation built on Japan’s experience and know-how of Japan in the field of educational cooperation experience for example, by developing models for cooperation, such as educational materials, manuals etc. that can be used at the site of actual educational cooperation. Ministry of Education has been promoting it in order to strengthen cooperation with developing countries in primary and secondary education.

(*3) The Support and Coordination Project for University Cooperation in International Development (SCP) started in July 2003 on the basis of a recommendation of a report issued to the Minister of MEXT in July 2002 by the Committee for International Cooperation in Education.
SCP's mission is to support the initiatives of Japanese universities, colleges of technology, and other institutions to participate at the institution level in international cooperation in developing countries.
