Kyoto protocol on climate change would be scrapped under Tory government

BARRIE, Ont. (CP) - A Conservative government would scrap adoption of the Kyoto treaty on climate change, Leader Stephen Harper said Wednesday.

The Tories would instead pass a new clean-air bill that would include mandatory limits on emissions with targeted levels to be achieved by 2010, Harper told supporters. "Now is the time for federal leadership to ensure that targets for smog-causing pollutants are reached," Harper said.

"Kyoto is never going to be passed and I think we'd be better to spend our time on realistic pollution-control measures," he said.

All the other major Canadian parties support Kyoto.

The accord, already endorsed by almost 100 countries, would require developed countries to reduce their output of greenhouse gases such as carbon dioxide by 5.2 per cent from 1990 levels by 2012.

Greenhouse gases are for the most part produced by burning fuels in industries, thermal power stations and automobiles.

Countries accounting for about 40 per cent of emissions have signed on to the accord, including the European Union (news - web sites). The United States has rejected it.

Russian President Vladimir Putin (news - web sites) said in May that Russia will speed up its ratification of the protocol in return for EU backing for Russian membership in the World Trade Organization (news - web sites).

Should Russia sign on, the treaty would take effect.

Canada ratified the accord in 2002 and aims to hit the 2012 target.

Harper said cutting greenhouse gas emissions may not be the best way to clear Canada's air.

"I think the science is still evolving," he said.

Instead of focusing on gases such as carbon dioxide, Conservative law would deal with industrial pollutants.

Details of Harper's proposed clean air act are few.

Issues such as what the emission limits would be and who would enforce them would be worked out later, said Harper.

Harper's opposition to Kyoto has already sent chills through Canada's environmental community.

Elizabeth May of the Sierra Club (news - web sites) of Canada has called his position scary.

In Ottawa on Wednesday, the group ejected Harper from its so-called eco-Olympics for his emissions proposals.

Activist and broadcaster David Suzuki has said environmental programs are already underfunded, and would be cut back further under a Conservative government.
