Many players requested a change be made to the lance

We wanted to maintain the lance as a jousting tool for players while keeping it from being too powerful on the pvp field.

I have a fix in pub 21 to address this concern.

Lances will remain unchanged if you are on foot and using it.
If you are mounted the dismount special move will only work on someone who is using a lance as well.
